Developers to revise plan for Arden Place

Developers of the proposed Arden Place Apartments, a 206-unit multifamily apartment complex in Albemarle County, will rework their plans after receiving an icy reception from both residents and the Planning Commission.
The proposed site of the apartment complex is behind the Woodbrook neighborhood. Many Woodbrook residents are concerned about traffic and the possibility of a new road running through the neighborhood — an idea the Planning Commission shot down.
Planning Commission member Bill Edgerton said Tuesday that the developers should at least present a proposal that would benefit the community, as opposed to hurting it.
Planning Commission member Tom Loach agreed.
“It’s a negative for the community at this time,” Loach said, noting the traffic congestion.
Residents and officials have expressed concerns about traffic on Putt Putt Place and Rio Road and in the Woodbrook neighborhood.
The proposal likely would have worsened traffic on U.S. 29 at the intersection of Rio Road as well.
If the Arden Place development had gone forward, in about five years the expected delay for a vehicle attempting to turn left from Putt Putt Place onto East Rio would be more than 19 minutes, according to a county report. Without the Arden Place development, the estimated delay is 7.3 minutes.
Planning Commission member Eric Strucko called the idea of a 19-minute wait “downright baffling.” A representative for Coleway Development LLC noted, however, that those were high-end estimates, based on peak traffic hours.
